It depends, if someone just murdered ten people in a mall then yes, I say chase them down. If criminals know there won't be a chase they'll be fleeing all day long. But on the other hand, I don't see the point of risking innocent lives for someone who has minor offenses, like tickets that went into warrants.

I know some police forces are starting to train their officers with extensive drivers training courses.

It`s not easy to answer becase it`s different here,there would only be a high speed chase if there had been a robbery or if someone was driving stupidly fast.For tickets ,well if you don`t pay the fine they send bailiffs to your house and take your stuff to the amount of the fine
