Well this seems sort of stupid compared to everyone elses noble feats..but I'm just about finished with my Christmas shopping, only a couple more things to get for my husband now.

Actually, I can see the logic too. Most countries that have a health program have a hard time coping with abuse of the system and not enough funds. This could well be the case in New Zealand. They likely want to make sure their own New Zealand citizens can be taken care of before taking on anymore health problems from new people entering the country.
