Raised on Promises

So, I'm watching an old horror movie, Dementia 13. It is one of Francis Ford Coppola's first films. Louise, a scheming young widow, reflects to her brother-in-law that his fiance from America is "raised on promises".

I think the movie is from 1964 which definitely predates American Girl. Was this a common saying or was Tom Petty a big horror movie fan? I've never heard that saying that wasn't related to his song.

if you google "raised on promises" some tp stuff does come up but also there are a lot of cases where people have used it as a saying.. so i guess it is a known line.
